This report, Australian Engagement with Developing Countries Part 2: Official Sector Statistical Summary, 2015-16 (Green Book), presents statistical details of Australia's development and bilateral cooperation with partner countries, multilateral agencies, civil society organisations and the private sector. It provides a range of information at the aggregate level on where Australia's aid program was delivered, the type of aid delivered and Australia's engagement with developing countries.
The current release continues on from the previous issue, presenting all official support provided by Australia to developing countries. Data are presented for Official Development Assistance (ODA) and Other Official Flows (OOF).
This report complements other reporting of the Australian aid program. Users may wish to refer to the following publications which can be downloaded from the Department of Foreign Affairs and Trade website:
Australian Engagement with Developing Countries: Part 1: Bilateral Relationships at a Glance, 2015-16 complements Part 2 and includes a series of fact sheets detailing Australia's engagement with developing countries not limited to the official sector.
Changes in this issue
The 2015-16 issue of the Green Book includes a summarised Total Official Support by Type of Assistance table (Table 5) and a comprehensive Nutrition ODA table (Table 21).
Concepts and definitions
The ODA concepts and definitions used in Australian Engagement with Developing Countries Part 2: Official Sector Statistical Summary, 2015-16 are consistent with OECD Development Assistant Committee (DAC) Statistical Reporting Directives. Refer to Appendix 2: Concepts and Definitions for further details.
At present there is no international framework for reporting detailed OOF. The framework presented in this publication has been developed within the Department of Foreign Affairs and Trade incorporating (where known) aspects of Total Official Support for Sustainable Development (TOSSD). The framework has been developed to track different types of engagement including private sector leveraging; bilateral and strategic policy engagement; and peace and security.
Comparability with other donor countries
To facilitate comparability between donor countries, Australia reports annually its development assistance to the DAC. Data is provided to the DAC on a calendar year basis and converted to United States dollars (USD). This includes statistical information at the activity level, which can be accessed through the DAC website.
Statistics in this publication are stated in Australian dollars and reported on an Australian financial year basis. This may restrict, in some instances, a direct comparison between Australia's development cooperation and that of other donor countries.
Historical ODA data
ODA estimates for periods prior to those shown in this publication are available from the Time Series spreadsheets located on the Department of Foreign Affairs and Trade website.
The Time Series spreadsheets enable users to analyse historical Australian aid data.
