Pacific Agreement on Closer Economic Relations

December 2013 update on the Pacific Agreement on Closer Economic Relations (PACER) Plus negotiations

Consistent with guidance provided by Pacific Islands Forum Trade Ministers in July 2013, the PACER Plus negotiations have expanded to include a wider range of issues. In July 2013 Pacific Islands Forum Trade Ministers agreed that the PACER Plus negotiations would proceed in line with a roadmap and cover issues such as labour mobility; development assistance; rules of origin; customs procedures; sanitary and phytosanitary measures; trade in goods; trade in services; and investment.

Two inter-sessional PACER plus negotiating meetings have been held since July 2013. One inter-sessional meeting was held in August and another in November 2013. The sixth PACER Plus officials’ meeting was held on 28 November 2013 in Auckland, with officials’ endorsing the progress made during the two inter-sessional meetings.

The next steps on PACER Plus will include an inter-sessional meeting to be held in March/April 2014 (exact dates to be confirmed later). 

The third Non-State Actors (NSAs) Dialogue on PACER Plus was held on Friday 29 November 2013 in Auckland, New Zealand.  The Dialogue provided an opportunity for officials involved in the PACER Plus negotiations to brief interested NSAs on the progress of PACER Plus negotiations. It also provided an opportunity for the NSAs to discuss critical issues of interest to their members in relation to the PACER Plus negotiations.
