Ms Raper is a senior career officer with the Department of Foreign Affairs and Trade.
Overseas, Ms Raper has served as Minister-Counsellor (Trade) in Washington DC (2010-2012), Counsellor in the Australian Permanent Mission to the World Trade Organization in Geneva (2003-2006) and Third Secretary in The Hague (1995-1998).
In Canberra, Ms Raper has also held the positions of Assistant Secretary, Trade Commitments Branch (2008-10) and Director, FTA Commitments and Implementation Section (2006-08).
Ms Raper holds a Bachelor of Arts degree and a Bachelor of Laws degree with first class honours from the University of Sydney, a Graduate Diploma in Foreign Affairs and Trade from Monash University and a Graduate Diploma in Legal Practice from the Australian National University. She is admitted as a legal practitioner in the Australian Capital Territory. Ms Raper speaks Chinese. She is married with two children.
