The Council of Ministers (COM) is IORA's peak decision-making body that brings together Foreign Ministers from Member States to discuss policy and agree on future strategic directions.
The First IORA Leaders’ Summit in Commemoration of the 20th Anniversary of IORA and its related meetings were held in Jakarta, Indonesia between 5 and 7 March 2017.
The IORA Troika was represented by Indonesian President Widodo (Chair), Australian Prime Minister Turnbull and South African President Zuma. IORA Leaders adopted the Jakarta Concord, a roadmap for IORA’s future work which affirmed the membership’s shared commitment to building peace, stability and prosperity in the Indian Ocean region. The membership also adopted a standalone declaration on preventing and countering terrorism and violent extremism, the first IORA declaration of its kind.

The IORA membership will next meet at the Committee of Senior Officials in Bali in August 2017.
