New General Council Chair urges “tangible outcome” in July

At an informal meeting of WTO Heads of Delegation on 29 April 2004, the Chair of the General Council (Ambassador Shotaro Oshima of Japan) urged members to deliver concrete results by July in order to ensure the continued progress of the Doha negotiations.

Ambassador Oshima mapped out what he saw as the process to July, taking into account both substantive and procedural issues. In order to reach agreement on a package by the end of July, Oshima argued that a clear picture of the elements of the package needed to emerge by the end of May. Those elements might include negotiating frameworks for agriculture and non-agricultural market access, as well as consideration of the Singapore issues and issues of particular developmental interest, such as special and differential treatment, implementation and cotton. According to Oshima, a shared understanding of the parameters of any package will be necessary by the end of May to allow sufficient time to produce and circulate the proposed texts in time before the General Council meeting at the end of July.

In the meantime, Oshima stated that the next General Council meeting on 17-18 May 2004 represented an “important opportunity to provide a sense that we are back on track and [that] there is progress on key issues”. As well, Oshima hoped the cluster of Ministerial gatherings in the near future, including the OECD Ministerial Council Meeting in Paris on 13-14 May 2004 and the APEC Trade Ministers Meeting in Chile on 2-4 June 2004, would provide the necessary political leadership.
