The Pacific Horticultural and Agricultural Market Access (PHAMA) Program ($34.2 million 2009-2017) is a multi-country program that was designed as a trade facilitation program to assist PICs to achieve increased market access for agricultural and horticultural products. PHAMA operates in six Pacific island countries-Papua New Guinea, Solomon Islands, Vanuatu, Fiji, Tonga and Samoa.
DFAT undertook an independent review of the PHAMA program in 2016 to assess the relevance of PHAMA and whether it has achieved the expected results. It was also intended to identify lessons learned and recommend improvements to the program approach that could inform decisions about the scope and focus of future assistance.
