Summary of publication
The Justice Services and Stability for Development (JSS4D) Program is an AUD 90 million four-year program (2016-2019) that builds on over 20 years of Australian support to Papua New Guinea’s law and justice sector. It works with national Law and Justice agencies in six priority provinces and Bougainville to support Papua New Guinea’s mission of a just, safe, and secure society for all.
An independent evaluation was commissioned to provide stakeholders with a clear assessment of the progress of the JSS4D Program to date. Specific regard was given to achievements, impact and sustainability as well as identifying challenges and opportunities for future engagement. The evaluation found that overall delivery of JSS4D has been efficient and effective. Relationships with stakeholders are highly regarded and management and operations are sound. The Program has demonstrated improvements, particularly in the areas of community safety, addressing family and sexual violence and supporting effective law and justice services. The evaluation makes 29 recommendations including improvements in planning, more refined areas of focus and monitoring and evaluation.
DFAT broadly accepts the findings and recommendations and welcomes the evaluation as a constructive and useful contribution to strengthening our ongoing partnership. DFAT also appreciates consideration of JSS4D within the broader context of the history, support and dynamics of Australia’s relationship with PNG’s law and justice sector. DFAT will adopt recommendations as per its management response with either an immediate timeframe, a more transitional approach and/or into the next phase of Australian support.
