Vanuatu Peer Review Report

Summary of publication

The report contains findings and recommendations on how to improve ownership, alignment, harmonisation, managing for results, and mutual accountability for development in Vanuatu (i.e. meet the Paris Declaration on Aid Effectiveness). It has ten recommendations for the Government of Vanuatu, including: 

  • better facilitate sector planning and donor relationships
  • continue financial reforms and build confidence in delivery systems
  • innovate to reduce the administrative burden of aid on government
  • and improve the quality of national development data and analysis

Three recommendations for development partners, including to:

  • support the Government of Vanuatu's initiative to establish a declaration and joint commitment on aid effectiveness
  • cooperate with the Aid Coordination Unit so a greater proportion of forecast aid will be reflected in Vanuatu's 2012 budget
  • for the Forum Secretariat to do a case study of the Government of Vanuatu's Planning Long, Acting Short development matrix

One recommendation for both government and development partners, which is to ensure 'that dialogue over the preparation and implementation of program based approaches which use national systems includes a joint assessment of administrative as well as technical capacity and that strategies are evolved to fill gaps in capacity in the short term'.
