2nd Invitation for pre-qualification: Construction of the Palembang City Wastewater Treatment Plant

The Palembang City Sanitation Project (PCSP) is co-financed by the Australian Government and the Government of Indonesia (Central, Provincial and Local Government funds) and will build a Domestic Wastewater Treatment Plant and Pumping Station in Palembang City, South Sumatra Province, Indonesia. The project is designed to demonstrate a new model for delivering large scale municipal infrastructure in Indonesia: one that ensures much greater engagement and ownership by the Local Government, and provides the requisite technical support to ensure improved quality and sustainability of the investment.

The PCSP has three components: (i) a wastewater treatment plant, pumping station, and effluent outfall to the Musi river; (ii) a pressure main to the treatment plant; and (iii) a gravity fed wastewater sewerage system.

The PCSP will service about 12,000 domestic and commercial properties (comprising about 60,000 beneficiaries) in the central urban districts of Palembang. The design and specifications for the works have been prepared to international best practice.

The Palembang City Office of Public Works and Spatial Planning is currently conducting pre-qualification of firms for the following contract under this project:

  • Construction of a 20Ml/d Domestic Wastewater Treatment Plant, Effluent Outfall, and 510l/s Pumping Station which will be located at Sei Selayur Sub-District and 19 Ilir Sub-District of Palembang City respectively

The deadline for pre-qualification is 2 May 2019, before 23:59 Western Indonesia Time (WIB).

It is expected that the Invitation for Bids from firms that have pre‑qualified will be made in June 2019. The procurement process will be conducted in accordance with Procurement Guidelines of the Asian Development Bank, April 2015, with the following alterations:

  • No preference will be given to domestic bidders or for domestically manufactured goods; and
  • No country eligibility restriction will be applied, except for countries listed by the United Nations Security Council (UNSC).
