DFAT intends to establish a new Design, Review and Monitoring and Evaluation (M&E) Panel (DevPanel) to meet DFAT demand for technical specialist advisory services.

This panel will enable DFAT to create a system to assist in the rapid identification of consultants and organisations with the capability to provide technical specialist advice on design, review and M&E for aid investments. The establishment of a panel will also streamline procurement processes.

Why DFAT is setting up the Panel?

Design, review and M&E are central to Australia's approach to international development and its commitment to the 2030 Sustainable Development Goals.

As part of this commitment, DFAT has an ongoing requirement for short-term technical expertise to provide advice and support to its investments related to:

• Design (including preparation, appraisal and review of design documents)
• Review (review of investments, mid-term reviews and Technical Advisory Group missions)
• M&E (preparation and review of M&E frameworks and evaluations of investments.)

How will DFAT use the Panel?

The Panel is a mechanism for DFAT to identify individuals and organisations with relevant expertise and experience in the Indo-Pacific region. Individuals and organisations accepted to the Panel will not be guaranteed work. However, DFAT (as well as other government agencies) will be able to access the panel to identify suppliers. The panel does not replace any existing DFAT panel arrangements or agreements.

DFAT's Aid Adviser Remuneration Framework will apply to procurements using the panel.

Timeline

DFAT expects to publish the Request for Tender (RFT) on the AusTender website in March 2019. The RFT will provide further information on the range of expertise and services that DFAT is seeking, as well as eligibility requirements.
