(UPDATED) Investment Design – Quality and Technical Assurance Group, Papua New Guinea


11 September 2017 update: Updated the information and investment design document that was released on 11 January 2017.


An updated design for Quality and Technical Assurance Group, Papua New Guinea is provided for the information of the market and prospective bidders. Tenderers should note this updated version of the design remains focused on providing quality assurance services for programs under the PNG Governance Facility (PGF) and the Justice Services and Stability for Development (JSS4D) program, but includes the potential to provide services for other PNG programs in the future if required.

Interested parties should note that DFAT will select a QTAG Contractor which does not have a current contract for the delivery of the Australian aid program in PNG, whether as a grantee/contractor, sub-grantee/sub-contractor, or as an individual in order to mitigate conflict of interest and ensure the QTAG's evaluative services are independent. This also precludes the winning party from managing any other contracts for the Australian aid program in PNG for the length of the QTAG contract.

DFAT proposes to approach the market in September 2017 through AusTender.
