DFAT-351: Proposed program Knowledge Partnership Platform in Indonesia

DFAT has a requirement for a Contractor to manage the implementation of the Knowledge Partnership platform in Indonesia. The program is anticipated to be AUD50 million over five years (2023-2028, plus potential three years extension).

DFAT anticipates approaching the market through a two-step procurement process being advertised on AusTender end of April 2022. A Request for Expressions of Interest (REOI) will be Step-1 of the two-step procurement process. A failure to respond to the REOI will result in a potential respondent not being invited to participate in the subsequent Request for Tenders (“RFT”) Step-2 of the Procurement. It is anticipated that the RFT for the Knowledge Partnership Platform program will be issued in July 2022 via AusTender, with mobilisation in the early 2023.

High-quality and well-informed government policy remains critical to strengthening Indonesia’s ability to address its development aspirations as set out in Indonesia 2045 and the Sustainable Development Goals (SDGs). The COVID-19 pandemic has set back some of Indonesia’s recent development gains and highlights the importance of data driven and knowledge-based approaches to Indonesia’s recovery and achievement of its economic transformation agenda.

Australia's decade long package of support to Indonesia’s knowledge sector will end in June 2022. Australia is currently designing a new investment to improve the performance of Indonesia’s knowledge, research, science and innovation system to deliver economic and social impact and to support strategic and sustainable science, technology, innovation and research partnerships between Australia and Indonesia.

The new program will do this by supporting strategic partnership linkages between Australian and Indonesian organisations to carry out high-quality, problem-driven, multidisciplinary applied research aimed at addressing social and economic problems, through a combination of social science and technology focused research. This is key to realising Indonesia’s shift from a resource-based to a knowledge-based economy. The program will adopt a flexible approach that works towards clear outcomes, while allowing adaptation in line with changing priorities and opportunities.
