Background
The Department of Foreign Affairs and Trade (DFAT) is seeking expressions of interest from interested organisations to deliver Indonesia Social Protection Reform.
Australia has a long-standing partnership on social protection system reform with the Government of Indonesia, through the Office of the Vice President.
This proposed investment will be the successor program to MAHKOTA (Towards a Strong and Prosperous Indonesian Society; $87.8 million, 2015 -2023). MAHKOTA’s goal is ‘A comprehensive and equitable social protection system for the whole of Indonesia’. In this context, ‘system’ refers to the policies, programs and institutions that guide and implement Indonesia’s social protection programs. MAHKOTA supports the TNP2K (The National Team for the Acceleration of Poverty Reduction /Tim Nasional Percepatan Penanggulangan Kemiskinan) in the Office of the Vice President – a team of technical specialists providing evidence-based policy advice – and also supports a number of Ministries in key policy reform areas. The high-level Indonesian and international expertise provided through MAHKOTA supports the Indonesian Government to attempt complex policy reforms and trial new initiatives. This investment is consistent with the approach of Australia’s development program in Indonesia, of working in partnership with Indonesia to maximise the impact of its government’s development priorities and programs.
MAHKOTA has three End-of-Program-Outcomes (EOPOs):
(EOPO 1) Effective coverage of inclusive social protection and productive inclusion
(EOPO 2) Improved access to inclusive social protection
(EOPO 3) Contributions to macro-economic policy related to inequality and social protection.
A key feature of the current project is the support to TNP2K. TNP2K is a highly effective local institution that promotes coordination and reform across the Indonesian government. Our support is an influential voice on social protection, poverty reduction and inclusive economic growth policy.
MAHKOTA will finish in February 2023. The current design is still valid. The initial term of the new agreement will be three years to 2026. This will allow the project to assess any contextual changes following the Indonesian elections in 2024 and whether it or other possible policy adjustments warrant more substantial changes to the design. A design update process will run concurrently with this procurement. The theory of change will be reviewed but minimal changes to the end of program goal and outcomes are anticipated. Opportunities to increase the long-term sustainability of the TNP2K within the Indonesian Government as a source of high quality evidence based policy advice will be explored.
For background information on the current project, you may visit Towards a Strong and Prosperous Indonesia Society (MAHKOTA) and TNP2K, noting the new project may not include all aspects of the current project.
DFAT will shortlist respondents to the Expression of Interest at Austender: Current ATM View - DFAT-356. Shortlisted organisations will be identified on this page following the evaluation allowing other interested organisations an opportunity to connect with them.
