Portfolio budget statements
Table 1 of the ODA Budget Summary presents ODA allocations in a series of new groupings under the heading 'Cross Regional and Global Programs'. The new presentation combines groupings that were previously separated across 'Indo-Pacific Sectoral Programs' and Global Programs'. It is intended to provide a more complete and transparent presentation of allocations to priority development issues. An explanation of the new groupings is below.
Regional and Global Health
This section brings together allocations to regional health security; contributions to global health programs (including Gavi, the Vaccine Alliance; the Global Fund to Fight AIDS, Tuberculosis and Malaria; and the International Finance Facility for Immunisation); and contributions to United Nations health organisations (including the World Health Organization; the Joint United Nations Programme on HIV/ AIDS; and the United Nations Population Fund). Allocations to individual UN health agencies are also listed separately in the ODA Budget Summary.
Education and Scholarships
This section brings together allocations for the Australia Awards Scholarships program with contributions to global education programs (including the Global Partnership for Education).
Climate Change and Environment
This section brings together allocations to development programs that directly combat climate change, improve the environment and strengthen the resilience of food systems, with contributions to multilateral environment funds (including the Global Environment Facility, and the Montreal Protocol Multilateral Fund - these were previously included in 'cash payments to multilaterals').
Gender Equality, Disability and Social Inclusion
This section brings together allocations for gender equality initiatives, disability inclusive development, and social inclusion. It incorporates contributions to UN Women. The allocation to UN Women is also listed separately in the ODA Budget Summary.
Humanitarian, Emergencies and Refugees
The composition of allocations to Humanitarian, Emergencies and Refugees is unchanged from previous Budget reporting. It includes allocations for humanitarian emergencies, protracted crises, disaster risk reduction, preparedness and response, and global humanitarian partnerships (including the International Committee of the Red Cross; United Nations Central Emergency Response Fund; United Nations High Commissioner for Refugees; United Nations Office for the Coordination of Humanitarian Affairs; United Nations Relief and Works Agency for Palestinian Refugees in the Near East; and the World Food Programme). Allocations to individual humanitarian partners are also listed separately in the ODA Budget Summary.
National and Economic Resilience
This section brings together allocations for programs on governance; anti-corruption and the rule of law; trade and private sector development; cyber cooperation; with contributions to multilateral debt relief initiatives (including the Multilateral Debt Relief Initiative and the Heavily Indebted Poor Countries Initiative that were previously included in 'cash payments to multilaterals'); and ODA eligible contributions to other activities and organisations (including United Nations peacekeeping operations).
NGOs, Volunteers and Community Programs
This section brings together allocations for NGO and community programs (including the Australian NGO Cooperation Program); and allocations for volunteer programs.
Multilateral Development Banks
This section brings together contributions to the International Development Association and the Asia Development Fund. These were previously included in 'cash payments to multilaterals.'
UN, Commonwealth and Other International Organisations
This section brings together contributions to other international organisations (including United Nations Children's Fund, and United Nations Development Programme – allocations to these UN agencies are also listed separately in the ODA Budget Summary), and contributions to Commonwealth organisations and programs.
Development Effectiveness and Research
This section brings together allocations to improve the effectiveness of Australia's development program, including through monitoring and evaluation; research; membership of the Multilateral Organisation Performance Assessment Network, and the International Aid Transparency Initiative.
Other Changes – Tables 1 and 2
Tables 1 and 2 of the ODA Budget Summary incorporates the previously agreed non-ongoing Budget measures to address the impacts of COVID-19. In recent years, these measures were presented in a separate Table 4 ('temporary, targeted and supplementary measures'). While now included in Tables 1 and 2, the measures remain non-ongoing.
Table 2 presents the flows of Australian ODA funding – the countries and regions that benefit from the ODA. For the 2022-23 Budget, DFAT has increased its capability to track and monitor the flows. The data presented in Table 2 is therefore attributed more accurately at country and regional level – this is why the total figure not attributable to a particular country or region drops from 2021-22 to 2022-23. There are corresponding increases in flows to a range of country and regional budget lines. The 2022-23 figure presents a new baseline standard for measuring flows going forward.
