This paper is part of an effort at the International Food Policy Research Institute (IFPRI) during 2002-2004 to understand and assess agricultural policies among selected Asian developing countries.

The overall purpose was to assess agricultural policies and levels of protection or disprotection for selected Asian developing countries, particularly India and China, since the inception of the WTO Uruguay Round negotiation in 1985.

Attention focused on the conceptual and empirical issues that arise when calculating such measures as market price support (MPS) or producer support estimates (PSEs) for developing countries.
