This report presents the observations of a multi-disciplinary mid-term review mission of the Rural Roads Improvement Project Phase II in Cambodia. This project is co-financed by the Asian Development Bank, the Export-Import Bank of Korea, Agence Française de Développement, the Government of Australia and the Nordic Development Fund.
The evaluation found that the project was on-track overall, but significant slippage had occurred on three specific civil works packages. For these packages, measures to enforce contractual provisions for under-performing civil works contractors, and/or implement catch-up measures were identified. A number of important issues requiring decision by Cambodia's Ministry of Rural Development in early 2019 relating to road asset maintenance were registered.
Overall interim targets for the employment of women in road construction were found to have been exceeded by eight per cent. However the mission noted improvements were required to lift the performance of ongoing rural road safety activities, and to better analyse the effectiveness of HIV/AIDS and human trafficking prevention efforts.
