This design document provides the context, objectives, activities, and implementation arrangements for continued Australian assistance in human resource development in the Philippines. Building on previous experience, the design proposes a stronger emphasis on organisational development. It also proposes the Australian Government closely align this activity with other Australian aid activities taking place in the Philippines.
