Afghanistan Enhancing legal and electoral capacity for tomorrow (ELECT) project: Final evaluation

This document provides a final evaluation by the UNDP of its Enhancing Legal and Electoral Capacity for Tomorrow (ELECT) (Phase 1) Project in Afghanistan, through which Australia and other donors provided support for the 2009 and 2010 Afghan elections.

This is the final evaluation of Phase One of UNDP's Enhancing Legal and Electoral Capacity for Tomorrow (ELECT) Project in Afghanistan. ELECT was the main vehicle through which assistance was provided to the Independent Election Commission and the Electoral Complaints Commission for the 2009 and 2010 electoral cycles. In particular, this evaluation looks at whether the program was improved after a mid-term review (post the 2009 Presidential election) identified many short-comings with the program. As a result of the mid-term review, major revisions were made to the ELECT project design in time for the 2010 electoral cycle.

The evaluation found that the ELECT project significantly improved its performance in 2010 and was perceived as an effective partner that provided valuable technical advice and strong operational support.

The evaluation also produced recommendations, including: maintain international focus on the capacity building and development of electoral management bodies; maintain international support for the Independent Election Commission under an umbrella project led by UNDP; support the development of a comprehensive and sustainable voter registry, and deepen synergies with bilateral programmes that address political culture.
