Independent Evaluation of Vois Blong Yumi Program, Vanuatu

Summary

Assesses the results of the first phase of Vois Blong Yumi Program of support to the Vanuatu Broadcasting and Television Corporation and makes recommendations regarding the next phase of support to the media in Vanuatu.

Description

The evaluation highlights significant improvements to the media in Vanuatu in the first two years, including in: the technical quality and reliability of broadcasts (emergency work on the medium wave signal, studio refurbishments, equipment upgrades, installation of electronic programming equipment); program content (a new schedule, new programs, improved production and announcer capacity, editorial and program policies, and introduction of talkback radio and media fora); and indications that Vanuatu Broadcasting and Television Corporation may address its management problems (the chair of the board has requested an internal review). The evaluation found progress on outreach was limited and should be a future priority. It highlighted major sustainability risks including: on-going governance and management problems at the broadcasting corporation (which is technically insolvent); lack of money and capacity to provide and maintain broadcasting equipment/technology; and heavy dependence on advisers for program content. It recommended extending the program for one year to June 2010, with the next phase subject to: the findings of the internal review of the broadcasting corporation and its management plans; rigorous monitoring in the next twelve months; greater commitment to change from the Government of Vanuatu and the broadcasting corporation; weighing up the alternative of support for media development in Vanuatu under the new regional Pacific Media Assistance Scheme (PACMAS).
