Summary of publication
This is a completion report for the Provincial Road Management Facility (PRMF) implemented over 2009-2016. The report provides an overview of the program activities, inputs and expenditure, achievements, and strategies to promote sustainability. It also provides an overall assessment of the program relevance, implementation issues as well as lessons learned.
Through PRMF, Australia supported improved local government transparency and accountability for better service delivery to the poor. PRMF worked with ten provincial local governments encouraging them to invest more of their development fund in road maintenance and to modify the approach and perspective on maintenance. PRMF also supported the Department of Interior and Local Government by enhancing its current systems and tools allowing it to be more efficient in monitoring and supporting local government units as they promote good local road management. As a result of the PRMF advocacy, the Government of the Philippines has adopted a direct download funding policy for road asset management for provincial local road management for 2016.
