Solomon Islands NGO Partnership Agreement (SINPA): Strategic Planning Workshop Report and Draft Work Plan

Summary of publication

This document is a response to the mid-term evaluation of the Strongim Iumi Togeta (SINPA) program.

In Solomon Islands, Australia's primary support to civil society is through the Solomon Islands NGO Partnership Agreement (SINPA). A mid-term review of SINPA was undertaken by a team of independent consultants. The review found SINPA has the potential to be a successful program that brings substantive changes to the lives of men, women and families, based on community-driven development models that can be cost-effectively spread widely in the Solomon Islands.

For SINPA to fully achieve its objectives, a step change will be needed in the performance of the Australian NGOs and their Solomon Islands partners in terms of:

  • results-based management, including monitoring and evaluation
  • overall project management (project planning, finance and budgeting, and human resource development/capacity building).
