Summary of publication
This document is the independent review of the Third Water and Sanitation for Low Income Communities Project (PAMSIMAS) and the Water Supply and Sanitation Policy Formulation and Action Planning Facility (WASPOLA Facility). (88pp, 2013)
The purpose of this independent review was to inform AusAID's future support to the Third Water and Sanitation for Low Income Communities Project (PAMSIMAS) and the Water Supply and Sanitation Policy Formulation and Action Planning Facility (WASPOLA Facility) through an assessment of:
- AusAID's contribution to PAMSIMAS achievements
- the cost effectiveness and sustainability of PAMSIMAS-built water and sanitation infrastructure
- WASPOLA's main achievements and contributions to the water and sanitation sector
- the way in which WASPOLA is implemented.
The review found that Australia's support to PAMSIMAS was valuable and contributed to the quality, transparency and sustainability of water and sanitation infrastructure built under the program. On WASPOLA, the review found that WASPOLA had made significant contributions to the sector; however, it had encountered difficulties in program implementation.
The findings and recommendations of this review have informed the design for the next phase of PAMSIMAS and the remaining implementation period of WASPOLA.
