Summary of publication

This is the first Annual Work Plan for the Beyond World Trade Organisation (BWTO) program Phase II. It covers the period from September 2009 to December 2010. The annual plan focuses on four key strategic priorities

1. getting the post WTO legal and regulatory framework right and giving regulators skills and tools for new challenges
2. strengthening key functions of market economy by focusing on price controls, land and real estate market regulation, corporate tax and competition
3. developing sound analytical frames, baselines and datasets to assess and track disaggregated impacts on socio-economic groups and guide policy responses, and
4. extending analysis into real economy sectors (retail, agricultural enterprises, etc) to guide effective market-oriented intervention at provincial level in later annual work plans.
