DFAT may shortly go to market for a management organisation and technical services organisation to support the implementation of the Southeast Asia Gender-based Violence Prevention Platform.
The Southeast Asia Gender-based Violence (GBV) Prevention Platform aims to improve coordinated and collaborative efforts to prevent GBV in the Southeast Asia region through evidence-based advocacy, dialogue, policy and programming. It will bring together partner governments, civil society, non-government organisations, regional bodies and international organisations to collaborate, share and work together to build capacity, evidence and action to prevent GBV. The Platform will do this through four main strategies:
- Facilitate – strengthen prevention expertise and capacity at the organisational, national and regional levels to translate evidence into action within Southeast Asia
- Demonstrate – invest in building and sharing Southeast Asian regional specific evidence on effective GBV prevention approaches
- Advocate – support Southeast Asian regional dialogues and expand regional and bilateral collaboration on effective GBV primary prevention
- Incubate – develop, mentor and support a Southeast Asian regional GBV prevention Secretariat to deliver the Platform.
This initiative was developed in response to the findings and recommendations from DFAT's 2019 Office of Development Effectiveness (ODE) evaluation of Australia's efforts to end violence against women and girls, which identified prevention of violence as an area where Australia should increase its focus. It also responds to demand from a variety of regional stakeholders for support to address regional gaps in action, evidence and coordination on the primary prevention of GBV.
The Platform is closely aligned with regional priorities set out in the ASEAN Regional Plan of Action on the Elimination of Violence Against Women (2016-2025), and will engage with multiple pillars of ASEAN, including socio-cultural, economic and political security Sectoral Bodies. The Platform will work with ASEAN to exchange knowledge, share the progress of activities and explore areas of collaboration.
The investment design document was prepared by Kore Global Consulting through a co-design process with DFAT, UN Women, UNFPA and the Prevention Collaborative between August 2022 and June 2023. The design was informed by a rigorous consultation process engaging 160 regional (across 10 Southeast Asian countries), global and Australian stakeholders, from civil society, governments, ASEAN bodies, and regional and international organisations, including 311 individuals.
The Southeast Asia Gender-based Violence Prevention Platform will run from May 2024 to June 2029, with an estimated value of AUD$20 million over the 5 years. At the end of this period, there will be an option to extend the investment by up to another 5 years.
It is anticipated that DFAT will approach the market through a two-step procurement process in August 2023. The Request for Expressions of Interest will be published on AusTender and updates on the status of the procurement can be found on the Development Procurement Pipeline.
Following the evaluation, DFAT will identify shortlisted respondents to the Expression of Interest on the Development Procurement Pipeline providing other interested organisations with an opportunity to connect with them.
