Thank you Chair. At the outset I note that Hamas' actions have precipitated a devastating scenario in Israel and Gaza.

Civilians on all sides are now suffering.

Australia's position is that the protection of civilian lives must be the utmost priority, and that the rules of war and international humanitarian law must be observed.

The humanitarian situation in Gaza is dire. Australia calls for the immediate, safe, unimpeded, and ongoing humanitarian access to ensure essential humanitarian relief to civilians in need in Gaza.

With regards to the discussion today, we remain guided by the principle of a just and enduring two-state solution.

Accordingly, we support any processes that help bring us closer to such a solution. It remains the Australian Government's view that the Human Rights Council's disproportionate scrutiny of Israel and the Commission of Inquiry's excessive mandate do not advance the cause of peace.
