MEDIA RELEASE

I am pleased to announce that following recent negotiations with ASEAN members,
the ASEAN Australian Development Cooperation Program (AADCP) has finalised its
program objectives and will commence activities in early 2001.

Under the newly agreed arrangements, Australia will provide $45 million to
promote sustainable development within ASEAN countries by helping ASEAN tackle
priority regional development challenges through regional cooperation. A key
tenet of AADCP is Australia's commitment to strengthening ASEAN as a regional
entity. A Memorandum of Understanding on the operation of AADCP is expected
to be signed at the APEC meeting in November 2000.

Specific components of the program include a Projects Stream, a Regional Partnerships
Scheme, and a Regional Economic Policy Support Facility.

The Projects Stream will consist of two large scale regional programs that
will focus on areas such as strengthening customs, facilitating goods in transit,
e-commerce, competition policy, improving agricultural produce quality and enhancing
the management of pest, disease and safety issues.

The Regional Partnerships Scheme will support small-scale regional activities
aimed at improving regional food safety, quarantine management, and training
programs for ASEAN employer organisations.

The Regional Economic Policy Support Facility will support a range of research
activities undertaken by ASEAN and Australia, including studies into initiatives
for enhancing regional social protection and approaches to alleviating poverty.

The AADCP is a clear demonstration of the Australian Government's commitment
to helping the region realise its fullest development potential.
