How much funding is available?
Canberra Memorial Service
Approved claimants travelling to Canberra, Australia will be provided with:
- A one-off payment to attend the Memorial Service in Canberra as a financial contribution towards the costs of travel as per the table immediately below, including for airfares, insurance, and ground transport.
- Funding is intended to provide a contribution towards the cost of travel from within Australia only.

Bali Commemorative Ceremony
Approved claimants travelling to Bali, Indonesia, will be provided with:
- A one-off payment of $1500 per claimant (and each eligible dependent child) to attend the Memorial Service in Bali as a financial contribution towards the costs of travel, including airfares, insurance, visa, and ground transport.
- Funding is intended to provide a contribution towards the cost of travel to Bali from outside Indonesia.
Who is eligible for this payment?
To be eligible you must meet one or more of the following criteria within the groupings set out below:
- For the family of the deceased Australian victims of the 2002 Bali bombings:
- parents, step-parents, spouses/partners, and siblings of a deceased Australian victim (and, if applicable, their spouse/partner where the claimant requests this as essential for their emotional support)
- the children or stepchildren of a deceased Australian victim (and, if applicable, their spouse/partner where the claimant requests this as essential for their emotional support)
- a sole family representative of a deceased victim may nominate one other person to accompany them.
- For those Australians seriously injured in the 2002 Bali bombings and their families:
- those seriously injured in the Bali tragedy
- the partner and/or dependent children of those seriously injured in the Bali bombing, or one close relative of those seriously injured Australians
- one attendant carer for the seriously injured if required for medical reasons and where no other eligible family member who is attending can provide such support.
- For those Australians seriously injured in the 2002 Bali bombings who are now deceased:
- the partner at the time the Australian seriously injured in the 2002 Bali bombings became deceased and dependent child/ren travelling with the partner
- For members of recognised clubs where at least one or more Australian members of that club who lost their lives in the 2002 Bali bombings on a club trip to Bali at that time:
- two members from each recognised club should be nominated by their club presidents or equivalents to baliservices2022@dfat.gov.au.
- For first responders who provided assistance following the 2002 Bali bombings and received an Australian Bravery Decoration by the Governor-General in relation to their service in the Bali bombings.
What are the conditions for this payment?
- All claimants must commit to attending the memorial service at Parliament House in Canberra or the commemorative ceremony at the Australian Consulate-General in Bali, Indonesia, on 12 October 2022.
- Claimants must register their attendance at the Bali Memorial Service or Canberra Memorial Service through the Department of Foreign Affairs and Trade prior to the event. Attendees at events will be required to provide identification on arrival.
- Claimants must be Australian citizens or permanent residents.
- Claimants must have an Australian bank account to receive the grant.
- Claimants attending the Bali Memorial Service must reside outside of Indonesia to receive the payment. Claimants attending the Canberra Memorial Service must reside 120kms or more from Parliament House, Canberra to receive the payment. Assistance to attend the Canberra Memorial Service will only be applicable for travel within Australia.
How do I apply for the Travel Assistance Payment?
Services Australia will be administering the payment on behalf of the Department of Foreign Affairs and Trade (DFAT).
To apply for the travel assistance payment, you will need to complete a claim form on Services Australia’s website.
To enable Services Australia to process your claim as efficiently as possible, please ensure you read the application form closely and provide all requested information. All sections of the form must be completed for the claim to be eligible.
Each individual should complete their own claim form unless submitting for a dependent child.
A dependent child is any person who is under (but not including) the age of 16 years on 12 October 2022; and the claimant has legal responsibility for the day-to-day care, welfare and development of the child.
What if I did not submit a claim before the closing date (12 October 2022)?
If you were unable submit a claim before the closing date, you should inform DFAT as soon as possible by email at baliservices2022@dfat.gov.au.
Claimants must have registered their attendance at a Bali Memorial Service in Canberra or Bali on 12 October 2022.
Late claims may be accepted until 30 November 2022 where compelling circumstances exist.
Payments may be able to be made retrospectively if the applicant meets the eligibility requirements stipulated in the grant guidelines.
Late claims received on or after 12 October 2022 will only be assessed if attendance at a Bali Memorial Service in Canberra or Bali on 12 October 2022 has been confirmed by DFAT.
I was registered to attend the Commemorative Ceremony in Bali but will now be attending the Memorial Service in Canberra. How do I arrange the repayment of my travel assistance payment?
