The Government of Australia and The Government of the Federative Republic of Brazil (both hereinafter referred to as "the Participants"),

• Recalling that Australia and Brazil signed a Memorandum of Understanding for the Establishment of an Enhanced Partnership at New York on 21 September 2010;
• Considering that Brazil is the host country for the 2014 FIFA World Cup and the 2016 Olympic and Paralympic Games in Rio de Janeiro;
• Considering that Australia has hosted the Sydney 2000 Olympic and Paralympic Games and other major international sporting events including the 2006 Melbourne Commonwealth Games, the 2003 Rugby World Cup and the 2001 Brisbane Goodwill Games;
• Noting that the Government of the Federative Republic of Brazil is determined to make the planning, preparation and hosting of the Olympic Games in Rio de Janeiro in 2016 an opportunity to contribute to the strengthening, prosperity and diversity of the Brazilian economy and to build a strong legacy, including a sustainability and environmental legacy, and significant sporting, social, cultural and educational benefits;
• Noting that the Government of Australia is determined to promote its capabilities in the planning, management and delivery of major international sporting events and seeks to contribute to Brazil's successful hosting of the 2016 Olympic Games in Rio de Janeiro and other major international sporting events and through this cooperation establish long-term sporting, social, cultural and educational relations with Brazil;
• Recognising the potential benefits arising from cooperating and exchanging information on key issues around governance structure and the legacies arising from the hosting of the Olympic and Paralympic Games;
• Desiring to promote and strengthen bilateral relations and cooperation between the two countries in the field of sport;

Have reached the following understandings:

1. General Objectives

This Memorandum of Understanding provides the framework within which detailed proposals for programs for sports cooperation are to be jointly considered between the Participants on the basis of reciprocity and mutual benefit and, where appropriate, commercial opportunities. This Memorandum of Understanding is intended to be non-legally binding in nature, but it is the expression of the strong will of the Participants to promote bilateral cooperation.

2. Knowledge Sharing

In order to pursue the above objectives, the Government of Australia, through the Office for Sport in the Department of the Prime Minister and Cabinet, the Australian Trade Commission (Austrade) and relevant ministries and agencies, and the Government of the Federative Republic of Brazil, through the Ministry of Sport and other institutions, intend to facilitate a structured program of visits from government officials and the Organizing Committee for the Olympic Games (OCOG) to share knowledge and best practice concerning:

1. governance structures and the role of government in consulting and interacting with stakeholders;
2. systems, infrastructure and services utilised in hosting major sporting events;
3. initiatives to promote and manage community involvement leading up to and during major sporting events;
4. initiatives to promote cultural activities during major sporting events; and
5. the legacy, including the sporting, social, cultural and educational benefits, arising from hosting major international sporting events.

3. Business Links

The Participants intend, in accordance with their legislation, to:

1. share information on strategies and programs for maximising trade development and inward investment arising from the Olympic and Paralympic Games and other major international sporting events; and
2. facilitate and develop business links between the countries by:
   1. hosting relevant inbound trade missions;
   2. facilitating networking events for Australian and Brazilian companies to support and encourage joint venture partnerships and investment;
   3. promoting business and investment opportunities related to the hosting of major sporting events in Australia and Brazil, including the 2014 FIFA World Cup and the 2016 Olympic and Paralympic Games, such as the design, construction and management of sporting facilities and staging of major sporting events;
   4. creating opportunities for Australian and Brazilian companies in accordance with their legal and regulatory responsibilities; and
   5. identifying other areas where Australia and Brazil can exchange expertise arising from hosting major international sporting events, including the Sydney 2000 Olympic and Paralympic Games.

4. Effect and Amendment

This Memorandum of Understanding will come into effect upon signature by both Participants and will continue in operation until terminated by either Participant giving three months' written notice, through diplomatic channels. This Memorandum of Understanding may be amended at any time, by mutual consent of the Participants, through diplomatic channels.
