Entity	All existing and future state-owned enterprises at the central level of government.
Scope of Non-Conforming Activities:	The entity may accord more favourable treatment to Indigenous persons and organisations in the purchase of goods and services. For the purposes of this reservation, an Indigenous person means a person of the Aboriginal and Torres Strait Islander peoples.
