Indonesia Water and Sanitation Hibah: Independent review

Summary of publication

This is a review of the Water and Sanitation Hibah program. This review seeks to inform the continued implementation of performance-based financing mechanisms to improve water services under the program.

The review found the program's effectiveness, sustainability and replicability to be good. This is linked to the full use of the Indonesian Government's systems and the scale of the program. The review notes that implementation progress for the Sanitation Hibah has improved over time and that uptake of the program is on track or completed in three of the four target locations. The review highlights the key strengths of the program as policy influence, strong participation of local governments and significant increase in access to services.
