Summary of publication
This document establishes an approach based on mutual commitments of the Government and international community to help Afghanistan achieve its development and governance goals.
The Tokyo Conference, a meeting between the Afghan Government and international community on 8 July 2012, together with the Chicago Summit of Afghanistan and ISAF contributing countries of May 2012, established a renewed, stronger foundation for partnership to support sustainable growth and development of Afghanistan throughout the Transformation Decade (2015–2024).
The Tokyo Mutual Accountability Framework (TMAF) establishes an approach based on mutual commitments of the Government and international community to help Afghanistan achieve its development and governance goals. The international community pledged to improve aid effectiveness and provide US$16 billion in development assistance through 2015 to respond to Afghanistan's predicted budget shortfall following military transition. In return, the Afghan Government committed to important economic and governance reforms, including holding credible elections, tackling corruption, improving financial transparency and promoting human rights, including the rights of women and girls.

Reviewing progress
Australia has worked with the Afghan Government and other donors to establish structures which ensure rigorous oversight of progress. We are actively engaged on the TMAF technical and steering committees, which have considered action plans and progress indicators for the TMAF. This work has created a solid platform for cooperating with the Afghan Government and donors to sustain focus on reform.
Most recently, Australia participated in the TMAF Senior Officials' Meeting in Kabul on 3 July 2013. The meeting was a valuable opportunity to stock take progress made by the Afghan Government and international community against their commitments. The Afghan Government and international community reiterated their pledges under the TMAF and identified areas where further progress is required, including in ensuring robust elections preparations and maintaining momentum in the implementation of Elimination of Violence Against Women legislation. As agreed under the TMAF, a Ministerial meeting co-chaired by Afghanistan and the United Kingdom in 2014 (after the Presidential election in Afghanistan) will review progress, update indicators, assess resource requirements and renew Afghan Government and international commitments.
