Leadership is a central component of 'good governance', which is a key determinant of development. Improving leadership in the Pacific is an objective of both the Pacific Plan and the 2006 White Paper on Australia's overseas aid program.

In order to contribute to the development of a Pacific Leadership Program, this report examines:

  • The concepts of culture, leadership and good governance
  • Leadership in Melanesia, Micronesia & Polynesia
  • The intersections between local leadership practices and the requirements of good governance in the Pacific.

The report makes practical recommendations for the development of a Pacific Leadership Program and suggests foci for further research.
