Description

This document details the terms and conditions of an AusAID grant to the Secretariat of the Pacific Community of $17 million in January 2012, including program objectives, activities, management and reporting (including expected outcomes and performance indicators).

The Agreement includes several specific conditions to improve Secretariat of the Pacific Community's strategic direction, transparency, accountability and country-level service delivery. Under the agreement, the Secretariat will:

• report to AusAID on results of the AusAID National Action Plan Facility to integrate disaster risk reduction and disaster management in country-level plans, budgets and services in Pacific countries
• respond to all the findings and recommendations of an independent review of the Secretariat's operations (report due June 2012), including new organisational reforms if needed
• provide to AusAID a report on 2012 results using a monitoring and evaluation framework that covers all its functions and programs
• support the conduct of an unqualified external audit of its 2011 operations.

Restructure its 2013 budget to better show country-level work plans and budgets, and provide a full member country based budget in 2014.
