This document outlines the architecture of the Australian Sports Outreach Program in Vanuatu in the Tafea Province. It sets out the high level development priorities that are relevant to the program, and the activites that will be undertaken.

The activities are

1. Build the capacity of sports committees on each island to plan, organise, and manage sport activities that increase participation in physical activity, create opportunities for leadership and promote improved community cohesion
2. Develop partnerships with the Ministry of Health (NCD Unit) and WHO to improve the positive health related behaviours of villagers
3. Build the capacity of villagers to engage in sustainable livelihood activities
