Preliminary assessment of outcomes in the first year of the Kastom Governance Partnership to identify lessons, analyse risks and consider ways to work with Vanuatu's churches.
Description
The review provides a summary of progress, noting that 'Overall, the Partnership arrangement appears to be working smoothly'. It makes 14 draft recommendations including that the next phase: be longer but not faster; be more flexible and able to adapt to emerging priorities; continue to conduct storians (community workshops), but with more use of local facilitators and specialists (to derive village-based content, to run the workshops, to expand coverage and to provide follow up support); maintain close involvement of Malvatumauri National Council of Chiefs in implementation; maintain realistic objectives and be careful not to directly influence governance; increase focus on gender equality over time; build linkages with other organisations and Pacific leaders on Pacific governance (e.g. Foundation of the Peoples of the South Pacific, Vanuatu Cultural Centre, Vanuatu Women's Centre, and Maori leaders in New Zealand); and undertake an audit of financial systems and accounts.
