RFT teaming arrangements

In accordance with Clause 3.2.2, Teaming Arrangements on page 8 of the EOI document, the following list of organisations have expressed an interest in providing inputs as part of a team response to deliver the Managed Administration and Support Services for the NCP. It will be the responsibility of organisations to establish and manage any relationship that is subsequently formed.

NCP background information

Under the NCP, the Department of Foreign Affairs and Trade (DFAT) annually supports thousands of young Australians to study and undertake language training, internships and other work-based learning in the Indo-Pacific. Established in 2014, the program brings together stakeholders from across education, business and government, and contributes to building genuine two-way engagement between Australia and our region, deepening economic, institutional and cultural connections. The NCP builds institutional links and develops connections for a new generation of leaders, growing cultural understanding and contributing to stability and prosperity in the region.

The NCP is composed of the following: a scholarships program, a mobility grants program, business engagement (internships, mentorships and sponsorship) and an alumni program. The delivery of these programs relies on the provision of complex financial management arrangements, pastoral care for scholars, communications and stakeholder engagement, and monitoring and evaluation (M&E) services. Delivery arrangements and the administration of these elements are currently fragmented and we are seeking to establish a strategically integrated delivery model.

Program funding is currently AUD$50,933,000 pa (Portfolio Budget Statements 2019-20). Since 2014, the program has made around 60,000 student awards.  As at February 2020, close to 33,000 NCP alumni (including 455 scholars) have completed their NCP programs.
