Update: request for expression of interest
DFAT is now calling for expressions of interest for the design and implementation of the Australia-Solomon Islands Partnership for Governance (ASIP-Gov). A formal title will be determined in concert with the Solomon Islands Government (SIG) during the design process. This will succeed Australia's Solomon Islands Governance Program (SIGP) and the Democratic Governance Program (Phase 2) which will come together under one program. Background
Australia is committed to stepped-up engagement for a more resilient Pacific. A stable, prosperous, peaceful and resilient Solomon Islands is critical to Australia's interests. We are Solomon Island's largest development partner; its main partner on economic and human development; and its most active supporter in helping it respond to the COVID-19 crisis.
Australia's investment in Governance in Solomon Islands (title to be determined with Solomon Islands Government) is expected to be a $45 million investment over six years (2021 - 2027). This program will build on the progress and lessons learned from the current Solomon Islands Governance Program (2017-2021), the Democratic Governance Program (Phase 2) (2018-2021), and its predecessors implemented under the Regional Assistance Mission to Solomon Islands. This investment will support Solomon Islands to deliver ongoing stability, security, resilience and prosperity.
The need for strengthened governance in Solomon Islands is particularly acute during this period of response and recovery from the global COVID-19 pandemic. As identified in the Australia's COVID-19 development strategy, Partnerships for Recovery, placed under pressure by the crisis countries with weaker systems of governance may increasingly struggle to deliver essential services, rebuild the economy and ensure the vulnerable, especially women and girls are included in the political process. This investment will consider support to mitigate and counter the negative impacts of the COVID-19 pandemic on Solomon Islands' economy and strengthen institutional foundations and delivery mechanisms to bolster Solomon Islands' economic resilience. We anticipate that this investment will take a problem-driven approach to identify critical cross-sectoral bottlenecks and drive reforms through all activities.
A detailed concept note will be released in March/April 2021. The successful tenderer/s (we encourage consortium bids) will commence a design process in parallel with program implementation on 1 July 2021.
