Australia Indonesia Partnership for Gender Equality & Women’s Empowerment (MAMPU) – Phase 1 and 2: Activity Completion Report

Summary of publication

The Australia-Indonesia Partnership for Gender Equality and Women’s Empowerment (MAMPU) was an 8-year program ($110.8m) with two 4-year phases. MAMPU aimed to improve Indonesian women’s access to essential services and other government programs in order to achieve gender equality and women’s empowerment and support the achievement of relevant Sustainable Development Goals (SDGs). MAMPU worked through selected civil society organisations (CSOs), who have an established track-record in community organising and supporting policy reform in Indonesia. MAMPU was affiliated with 13 national CSOs with a network of over 100 local organisations, implementing activities in almost 1,000 villages across 152 districts in 27 of Indonesia’s 34 provinces. MAMPU’s Theory of Change envisaged improved capacity and readiness for collective action among partners, leading to increased voice and influence, resulting in improved access to services and livelihoods for poor women.

The MAMPU Activity Completion Report (ACR), examines achievements, challenges, and lessons from the second phase of MAMPU (MAMPU Phase II), which was implemented between July 2016 and December 2020. A final report of MAMPU Phase 1 (April 2013 – June 2016) is included as an annex to the ACR.

MAMPU achievements include:

  • MAMPU partners formed a broad network of women’s groups at the grassroot level, with more than 3,500 groups established, and more than 73,000 women who participated at least once over 2014-2020. Qualitative evidence showed that benefits to women from their participation in these groups included growing confidence, self-belief, and courage to participate in local decision-making processes.
  • With MAMPU support, partners created new spaces for women’s influence at both the village and district levels. Between January 2017 and August 2020, women’s groups successfully contributed to the issuance of 315 rules and regulations by village governments that addressed women’s priorities.
  • MAMPU directly assisted over 170,000 women and men gain access to government services. This impact has been extended to villages outside MAMPU locations after six districts replicated the models and approaches developed by MAMPU program partners.
