DFAT-347: Proposed program Addressing Regional Disparities in Indonesia

DFAT has a requirement for a Contractor to manage the implementation of the Addressing Regional Disparities program in Indonesia. The program is anticipated to be AUD160 million over eight years (four plus four, 2022-2030).

DFAT anticipates approaching the market through a two-step procurement process being advertised on AusTender in the early months of 2022. A Request for Expressions of Interest (REOI) will be Step-1 of the two-step procurement process. A failure to respond to the REOI will result in a potential respondent not being invited to participate in the subsequent Request for Tenders (“RFT”) Step-2 of the Procurement. It is anticipated that the RFT for the Addressing Regional Disparities program will be issued in April 2022 via Austender, with mobilisation in the second half of 2022 – early 2023.

Indonesia has undertaken a process of political and economic decentralisation over the past 20 years, which has improved service delivery outcomes, addressed poverty and advanced human development. However, there is still significant poverty, high levels of inequality and poor human development outcomes, and these challenges have been worsened by the COVID-19 pandemic. The potential benefits of decentralisation have not been fully realised, particularly in provinces with high levels of devolved authority, remote areas, and in vulnerable communities – including women and girls.

Australia's current support for improved decentralised governance in Indonesia is delivered through the KOMPAK program, which will end in June 2022. Australia is designing a new investment to address regional disparities in Indonesia, with a focus on the Papua provinces, Aceh and targeted disadvantages areas of Eastern Indonesia.

The new program will do this by helping to improve the efficiency and effectiveness of Indonesia's decentralisation policies and practices. These improvements will have a direct impact on poor and vulnerable people by increasing access to and quality of basic service delivery. The program will adopt a flexible approach that works towards clear outcomes, while allowing adaptation and flexibility in approach, in line with changing priorities and opportunities.
