BANGGA Papua Process Evaluation: Key Findings

Summary of Publication

In 2017 the Indonesian province of Papua launched an inclusive child grant for all indigenous Papuan children under the age of four. The program, called BANGGA Papua, was piloted in three districts. The program was developed by the Provincial Government of Papua with technical assistance from development partners and was funded through the province’s ‘special autonomy’ revenues that Papua receives from the central government.

The design and implementation of the BANGGA Papua program, in light of the geographic and infrastructure constraints facing Papua province, is instructive as an innovative example of inclusive social protection, not only for Indonesia, but also for other countries implementing social protection programs in remote and challenging contexts.

This policy brief summarises the findings of a process evaluation of the BANGGA Papua program. The evaluation sought to understand implementation experiences to date and provide recommendations ahead of a possible scale up of the program. It was jointly commissioned by the DFAT-funded programs, Towards a Strong and Prosperous Indonesian Society Program (MAHKOTA), and Governance for Growth Program (KOMPAK), on behalf of the Provincial Government of Papua.
