Australia has prohibited the export of aluminium ores (including bauxite), alumina and related products to Russia.

The Autonomous Sanctions (Export Sanctioned Goods—Russia) Designation 2022(the Designation) designates aluminium ores (including bauxite), alumina and related products as ‘export sanctioned goods’ for Russia.

The Designation commenced on 20 March 2022.

The goods designated by the Designation are key components in the manufacture and development of weapons. Australia has prohibited the export of these goods directly or indirectly to, for use in, or for the benefit of, Russia.

Other ‘export sanctioned goods’ for Russia are set out in regulation 4 of the Autonomous Sanctions Regulations 2011. They include arms and related material, and certain goods suited to the exploration or production of offshore oil and gas.

The goods designated by the Designation are described by reference to codes in the Australian Harmonized Export Commodity Classification (AHECC) as follows:

• 2606 0000: Aluminium ores and concentrates;
• 2818 1000: Artificial corundum, whether or not chemically defined;
• 2818 2000: other aluminium oxide; and
• 2818 3000: aluminium hydroxide.

The AHECC is available on the Australian Bureau of Statistics website.

The Minister for Foreign Affairs made the Designation under subregulation 4(3) of the Autonomous Sanctions Regulations 2011.
