Civil society in Samoa plays a critical role in social and economic development at both local and national levels. However civil society groups are often hindered by a lack of resources and skills. The Civil Society Support Program in Samoa provides small grants to civil society organisations to improve their skills and implement sustainable projects. The program also supports civil society organisations to represent and advocate on behalf of their communities, especially in support of vulnerable groups. The Civil Society Support Program is managed and implemented by the Government of Samoa, with support from Australia and a number of other donors.
Summary of publication
DFAT commissioned an independent evaluation of the Civil Society Support Program in Samoa (CSSP) in October 2021 to assess the performance of CSSP and the value it has generated for those involved. The review team examined the effectiveness of Australia’ funding under CSSP against the objectives of the program, and provided lessons learned for future support to civil society.
