The Independent Evaluation assessed the progress of the Fiji Women’s Crisis Centre (FWCC) towards agreed outcomes and key achievements and lessons learned over this phase (2016 to 2019). The findings and recommendations of the evaluation will inform the design of the next phase of DFAT and MFAT support.
The evaluation examined FWCC’s program against the OECD-DAC criteria of relevance, effectiveness, efficiency, impact and sustainability. The evaluation focused on relevance, effectiveness and efficiency given the short-term nature of this funding round. The evaluation also assessed FWCC’s progress towards impact and sustainability over the current funding phase (2016-2020).
The evaluation found evidence that FWCC program demonstrated achieving long term results for beneficiaries and scored an average of five against all areas of the OECD-DAC criteria. Areas were identified that will be strengthened and this will be built into the new design, in collaboration with FWCC management and the New Zealand Ministry of Foreign Affairs and Trade.
The Evaluation Report was peer reviewed by a Reference Group was finalised on 27 April 2020.
