Business opportunities
The Investment Design for the new proposed Gender-Responsive Equitable Agriculture and Tourism (GREAT) Program in Vietnam - is provided for the information of the market and prospective tenderers. The proposed long term focus of the program would be to improve social and economic status of women living in the north west of Vietnam.
To deliver this goal GREAT has three linked objectives.
Objective 1: Empowering local women: Women living in local communities have increased capacity, space and choices to beneficially engage with agriculture and tourism businesses.
Objective 2: Inclusive business partnerships: Selected private sector actors within the agriculture and tourism sectors innovate to profitably and sustainably trade with more women entrepreneurs and operate in gender sensitive ways.
Objective 3: Improving sector governance and policy: Government agencies reinforce policies, and enact plans, regulations and services that enable more inclusive socio-economic development.
The design proposes a five-year program, with scope for a five-year extension, depending on performance and results. The program will focus on two key provinces of the North-West Region: Son La and Lao Cai.
For planning purposes, the following should be noted:
- DFAT will likely request tenderers to nominate three/four key staff, including a Team Leader as part of their proposal; and
- DFAT requests that tenderers do not form associations with organisations (Vietnamese and International) as part of their proposals. Associations will be formed once the successful contractor has been appointed.
The design is a draft and is still under review, which may result in further changes.

It is likely that DFAT will require a Contractor to provide management services for GREAT. Once Government of Vietnam approval has been obtained, the proposed procurement will be listed on the AusTender website when it is released to market, likely to be late October.
