The Investment Design for the Australia Timor-Leste Partnership for Human Development (ATLPHD) is provided below for the information of the market and prospective tenderers. ATLPHD will enhance human development in Timor-Leste by investments in four pillars:

1. Pillar 1: Health
2. Pillar 2: Water
3. Pillar 3: Education
4. Pillar 4: Nutrition, gender equality, disability and social protection.

This Investment Design proposes a five year program commencing mid-2016 with an option to extend for a further five years.

It is likely that DFAT will require a Contractor to provide management services for ATLPHD. Publication of a Request for Tender (RFT) is planned for mid-December 2015 with an industry briefing to be delivered in Dili in mid-January 2016. This information is subject to delays, revision or cancellations. Potential bidders should watch AusTender for release.
