Upcoming Tender: Australia Vietnam Transport Development Partnership - Draft Investment Design Document

The Investment Design for a new proposed program in Vietnam – Australia Vietnam Transport Development Partnership - is provided for the information of the market and prospective tenderers.

Based on the draft Investment Design, and in a collaborative effort to ensure the quality of the investment, individuals/organizations are encouraged to submit views and/or issues on the design. All submissions submitted, and received by DFAT, are done so with the individual's/organisation's understanding of the Submission Conditions detailed below. Submissions should be sent to AVTDP@dfat.gov.au. All submissions are due by 28 September 2016. DFAT cannot guarantee that submissions received after this date will be considered by the design team.

The AVTDP seeks to achieve the following:

  • Program Goal: Economic growth and poverty reduction in Vietnam enhanced through improved quality of transport infrastructure
  • End of Program Outcome: Increased investment in and improved quality of transport infrastructure by making use of funding from all financial sources.
  • Intermediate Program Outcomes: (i) MOT achieving improved value for money by bringing better prepared proposals and concepts more rapidly to market; and (ii) MOT adopt innovations in policies and procedures that lead to improved project development.

The design proposes a four year three month program, with scope for a five-year extension, depending on performance and results.

The design is a draft and is still under review, which may result in further changes.

Individual's/organisation's are reminded that any reference to proposed staffing of the project in the design is indicative only, may change, and may be left to the market to decide what is the optimal approach as part of Tenderer's submissions to the proposed tender.

Individuals/organisations submit, and DFAT receives, submissions on the understanding that the individual/organisation, owns the material and any intellectual property (IP) in the material, and grants to DFAT a permanent, irrevocable, royalty free worldwide, non-exclusive licence to use, reproduce, adapt and otherwise exploit such material or IP in conjunction with this notice. The licence granted includes the right for DFAT to sub-licence any material or IP to any of its employees, agents or contractors to use, reproduce, adapt and otherwise exploit the material or IP incorporated in the submission for the purposes of performing functions, responsibilities, activities or services for, or on behalf of, DFAT. DFAT may in its absolute discretion decide whether to use, reproduce, adapt and otherwise exploit such material or IP. The individual/organisation warrants that the submission of the material, for the purposes permitted by the submission conditions, will not infringe the moral rights of any person. DFAT and the design team will not respond directly to any issues or views raised by individuals/organizations.

It is likely that DFAT will require a Contractor to provide management services for AVTDP. Once Government of Vietnam approval has been obtained, the proposed procurement will be listed on the AusTender website when it is released to market.
