This is a technical proposal for improving the business enabling environment for poor famers as part of the Australia Indonesia Partnership for Decentralisation–Rural Economic Development (AIPD-Rural) Program. The document sets out the background, rationale, objectives, institutional and monitoring and evaluation arrangements. The Program aims to increase the competitiveness of poor farmers.
