This document provides the context and rationale for Australia's assistance, the program strategy, implementation arrangement, schedule and budget details.
It analyses the country context and the rationale for Australia to provide Australian Development Scholarships to Vietnam. The 6.5 years (2009-2016) Scholarship program was designed in two phases using stop-go approach. The first 31 months of the program (mid July 2009 to end of January 2012) was designed as a pilot phase. Based on the results of the pilot phase, the second phase of the program was continued to the end of January 2016. The overall program goal is to facilitate economic growth and poverty reduction in Vietnam by improving the quality of human resources.
