Summary of publication

This economic analysis was commissioned by the Australian aid program to complement the project design for the initial phase of the Australian aid Timor-Leste Health Program 2013-2018. It provides guidance on selecting program components from an economic perspective, as well as a strategic analysis of the investment environment (from the perspective of cost-effectiveness and value-for-money), and the program aims to support the government to deliver effective and responsive health services. The report addresses two questions:

1. What sorts of interventions are likely to be most effective in the short and long term at improving maternal, child and neo-natal health in Timor-Leste? How would they improve health care access and/or quality in the long-term, or will they only work in the short-term?
2. How efficient is current government allocation and expenditure for health? How could government better use the $60 per capita spent to improve maternal and child health outcomes, and how is it currently spent?
