Description

The Quality at Entry (QAE) Report assesses the quality of the AusAID-NGO Humanitarian Partnership Agreements (HPA) Framework, the design document upon which the AusAID–NGO Humanitarian Partnership Agreements (HPA) 2011–2014 is based. The QAE assessment was undertaken in the context of an appraisal peer review of the design document against specified quality criteria and a ratings scale ranging from 1 (very poor quality) to 6 (very high quality). The QAE peer reviewers rated the HPA Framework either 4 (adequate quality) or 5 (good quality) for all criteria. The peer reviewers identified a number of 'required' and 'recommended' actions to strengthen the design document. All required and recommended actions to strengthen the design document were implemented prior to final approval of the design.
